The rescue of most of the Jews living in northern Italy was undoubtedly primarily due to the sympathetic attitude of the Italian population. But in Italy, as for instance in Belgium, self-help was also important; JDC played an indirect, minor, but essential role in providing a minimum of funds without which nothing could have been achieved. Table 22 presents both the official JDC figures and Saly Mayer’s expenditures in western and southern Europe from 1941 until 1944, and this requires some explanation.41 The New York office was dealing with only those accounts that had reached it by the end of any given year. Allocations for repayment of funds borrowed in Europe were also included in their figures, and these must have been adjusted against actual payments in later years. The New York figures are hardly more than provisional estimates and may be misleading. Mayer, however, recorded what he actually spent, and his figures are certainly reliable.
